Mintaqa iqtisodiyotida sanoat tarmoqlarining mamlakatimizda tutgan o'rni va hozirda olib boriladigan islohatlar

Mazkur maqolada mintaqa sanoat korxonalarning iqtisodiy salohiyatini baholash masalalari nazariy va amaliy jihatdan yoritilgan. Iqtisodiy salohiyatni tahlil qilish jarayoni sanoat korxonalarining ichki va tashqi hisobotlari asosida ko‘rsatkichlarni qayta ishlash, baholash hamda sharhlash orqali ularning imkoniyatlari va rivojlanish yo‘nalishlarini aniqlashga xizmat qilishi asoslab berilgan. Shu bilan birga, iqtisodiy salohiyatni baholashda analitik qo‘llab-quvvatlash tizimining o‘rni, qaror qabul qilish jarayonida axborot va tahliliy usullarning o‘zaro bog‘liqligi, boshqaruvning samarali tashkil etilishidagi ahamiyati ko‘rsatib o‘tilgan. Tadqiqotda sanoat korxonalarining kompleks iqtisodiy salohiyatini baholash uchun konseptual model va mexanizm ishlab chiqilgan bo‘lib, unda mulk ob’ekti, maqsadli ko‘rsatkichlar tizimi (EV, SV, EVA, NP, FCFF, E, A, N) hamda funksional komponentlar salohiyatning asosiy elementlari sifatida belgilangan. Baholash jarayonida tashqi va ichki foydalanuvchilar manfaatlari, ularning maqsadlari va ehtiyojlarini hisobga olish zarurligi ta’kidlangan. Maqolada shuningdek, iqtisodiy salohiyatni baholashning daromadli, xarajatli va qiyoslovchi yondashuvlari, ularning afzalliklari va cheklovlari tahlil qilinib, natijada iqtisodiy salohiyatni kompleks baholash ko‘p komponentli tizim sifatida shakllantirish zarurligi asoslangan.

В данной статье рассматриваются вопросы оценки экономического потенциала промышленных предприятий региона с теоретической и практической точки зрения. Утверждается, что процесс анализа экономического потенциала служит для определения возможностей и направлений развития промышленных предприятий путем обработки, оценки и интерпретации показателей на основе внутренней и внешней отчетности. При этом показаны роль системы аналитического обеспечения в оценке экономического потенциала, взаимосвязь информационно-аналитических методов в процессе принятия решений и их значение в эффективной организации управления. В ходе исследования разработаны концептуальная модель и механизм оценки комплексного экономического потенциала промышленных предприятий, в котором в качестве основных элементов потенциала выделены имущественный объект, система целевых показателей (EV, SV, EVA, NP, FCFF, E, A, N) и функциональные компоненты. Подчеркивается необходимость учета интересов внешних и внутренних пользователей, их целей и потребностей в процессе оценки. В статье также анализируются доходный, затратный и сравнительный подходы к оценке экономического потенциала, их преимущества и ограничения, делается вывод о необходимости формирования комплексной оценки экономического потенциала как многокомпонентной системы.

The place of industrial sectors in the regional economy in our country and current reforms

This article covers the issues of assessing the economic potential of industrial enterprises in the region from a theoretical and practical perspective. It is argued that the process of analyzing economic potential serves to determine the capabilities and development directions of industrial enterprises by processing, evaluating and interpreting indicators based on internal and external reports. At the same time, the role of the analytical support system in assessing economic potential, the interrelationship of information and analytical methods in the decision-making process, and their importance in the effective organization of management are shown. The study developed a conceptual model and mechanism for assessing the complex economic potential of industrial enterprises, in which the property object, the system of target indicators (EV, SV, EVA, NP, FCFF, E, A, N) and functional components are identified as the main elements of potential. The need to take into account the interests of external and internal users, their goals and needs in the assessment process is emphasized. The article also analyzes the profitable, cost-effective and comparative approaches to assessing economic potential, their advantages and limitations, and concludes that it is necessary to form a comprehensive assessment of economic potential as a multi-component system.
